基于修正灰色聚类模型计算污染物排放阈值
Calculation of Critical Point Threshold of Pollutant Emission Based on Modified Grey Clustering Model
【摘要】 确定污染物达标排放阈值是环境污染综合防治的一项重要内容,其前提是对系统现状进行准确的综合评价.基于修正灰色聚类模型的综合评价法,既考虑了指标体系本身内在的权重又考虑了实际权重,而且在确定实际权重的时候,通过引进指数型白化函数,使得实际监测数据与各级非零权重之间存在一一对应关系,有效解决了经典聚类模型的零权重问题.在综合评价的基础上,根据建模原理可进一步计算出各污染物的达标排放阈值.实例分析了2003年杭州经济技术开发区环境空气质量综合等级为Ⅲ级,若综合等级要达到Ⅱ级标准,其首要污染物PM10浓度的达标排放闽值为0.07298mg/m3,即削减率至少为47.87%才能保证该区环境空气质量达标.
【Abstract】 A new methodology is presented in this paper based on the modified grey clus- tering model for calculating the critical point threshold of single environmental pollutant emission up to par.To calculate the critical point threshold,which is an important content of environ- mental pollution comprehensive control,a comprehensive evaluation for system present situation is strongly suggested.Both the intrinsic weight of index system and real weights are considered in this new method.With the introduction into of the exponential whiteness function,each value of certain factor is uniquely corresponding with each nonzero weight of various grades,and zero weight problems which occur with the classical grey clustering model,can be overcome.Fur- thermore,based on the result of comprehensive evaluation,the critical point threshold of various pollutants to achieve the standard grade can be calculated with modeling principle.Finally,as an application,the comprehensive grade of environmental atmospheric quality of Hangzhou Eco- nomic & Technological Development Area has been evaluated in 2003 year.It is indicated that the practical comprehensive grade is only gradeⅢwhich goes beyond the standard grade.If the comprehensive grade agrees with gradeⅡ,the concentration of chief pollutant in this area,PM10, whose emission threshold is 0.07298 mg/m3,has to decrease more than 47.87%.
