【摘要】 瑞典是世界上实施环境保护最为严格的国家之一,政府致力于建设绿色福利国家。瑞典政府环境保护的总目标是实现可持续发展,在一代人时间范围内,为后代留下一个没有环境问题的社会。为此,瑞典政府制定了零污染的环境保护政策和一系列明确的环境保护目标以及实现这些目标的战略与措施,为全国各部门、各地方的环境规划与行动提供统一框架,是瑞典所有环境相关发展的规范。本文介绍了瑞典环境目标的沿革与16项环境质量目标的具体内容,可供政府有关部门参考与借鉴。更多还原

【Abstract】 Sweden is one of the countries that are strictest on environmental protection in the world. The Swedish government is working for building a green welfare state. The overall goal of the government is to realize sustainable development and to leave a society without environmental problems to the next generation within the time period of on generation. Therefore, it has developed the zero-pollution policy and a series of clear and concrete objectives for environmental protection with strategy an measures to achieve them. These objectives constitute the standards for all environment-relevant development and provide a uniform framework for environmental planning and actions at sector and local level. The present article makes and introduction to the evolution of Sweden’s environmental objectives and the contents of the 16 environmental quality objectives. It offers a reference for relevant departments of the government to design their own environmental objectives.更多还原
