【摘要】 环境成本内在化理论自提出以来,得到大多数国家的认同,但以该理论为指导的很多政策,执行起来效果并不理想。本文从理论及实践层面分析了环境成本内在化理论的缺陷,试图从分工理论以及市场运行规律层面探讨环境成本的外在化问题。本文认为,加大、加快发展独立于生产型产业之外的环境产业,使生产效率最大化,使资源可循环利用,才是实现生产和环保双赢的最佳途径。更多还原

【Abstract】 Although the theory of environmental internalization has been widely accepted since it was proposed,the fact is that many policies based on this theory have some difficulties in implementation.This paper tries to analyze the defectiveness of the theory of environmental externalization from theoretical and practical perspectives,and to explore the issue of externalization from the point of view of labor theory and market operation rule.This paper argues that the best solution to realize win-win strategy in terms of production and environmental protection is to enhance and speed up the environmental industries which are independent of production-oriented industries.更多还原
