【Abstract】 First,through the contrastive analysis of the conceptions of environmental capacity and the sum of allowing excluding pollution,and the deep comprehension,we can get the accounting formula of the environment capacity and the accounting formula of allowing excluding pollution.Besides,we combine the fact data together so that we can compute the real capacity of water environment of Mengzhou Dam.Second,through the deductive proving of the environmental capacity maximum and deducing the limitation conditions when it satisfies with the maximum,we can obtain that the optimum design proposal is equal distance and amount design.更多还原
