【Abstract】 A review is put forward on general design considerations affecting the overall planning, design, and construction of a marine facility. In particular, the site selection and layout criteria are briefly reviewed, and the return period is discussed in accordance with the design life. Environmental conditions and means of their describing for design purposes are reviewed, especially the wave climate of a harbour. It is suggested that the design criteria should follow the development of the vessels, the relevant international codes and local requirements in future.更多还原
