【摘要】 农村职业教育的根本问题是经费问题,也就是国家将农村职业教育定位在公共产品的哪一个层次的问题。界定分析农村职业教育的性质,有利于界定各级政府在农村职业教育投入上的责权,从而有利于建立农村公共财政框架下的农村职业教育的经费保障机制。文章回顾了现有文献对教育、职业教育和农村职业教育的产品属性的研究,借鉴了国外对于职业教育的供给状况,提出了农村职业教育产品属性的进一步研究思路。更多还原

【Abstract】 The bottom-line issue of rural vocational education is its funding, which depends on its placement in the current public products funding system. Redefining rural vocational education as pure public goods helps to clarify the budgeting responsibilities of each level of government, leading to establishing a mechanism assuring the funding for rural vocational education under the rural public goods financing framework. Studies on product characters and definitions of education, vocational education and rural vocational education were reviewed in the paper. Comparing with practices of other countries, some new thinking on the characters of rural vocational education as public goods was presented.更多还原
