【摘要】 辽宁省宽甸县四平村10组,2003年2月自发进行集体林权承包到户改革,村民举手表决认同;2005按照新一轮林权制度改革要求,总结出10个步骤,进一步完善了改革。改革极大地解放了林业生产力,全村造林、营林、护林、发展林地经济的积极性空前高涨,兴林有希望,富民有奔头。林权到户后,各级林业部门的职责是主动为林农搞好服务,寓管理于服务之中。更多还原

【Abstract】 In February 2003, Siping village 10 Group, Kuandian County in Liaoning Province made spontaneous collective-rights contract households reform, whose villagers hands recognition. According to the new forest tenure reform in 2005, it summed up 10 steps to further improve the reform. The reform emancipated forestry productivity greatly, the reforestation, forest protection, economic development of woodland at the village is with unprecedented enthusiasm.
