森林生态效益补偿资金管理的探讨
Discussing on Compensation Funds Management of Forest Ecological Benefit
【摘要】 近几年,政府公益林生态效益补偿资金逐渐增加。为了进一步加强补偿资金管理,提高资金的使用效益和资金的配置效率,提出包括建立补偿资金使用的约束机制、改革资金运用管理模式、强化质量成本管理等措施。
【Abstract】 In recent years,ecological benefit compensation funds of non-commercial forest gradually increase..In order to strengthen compensation funds management,and enhance funds use benefit and allocation efficiency,Aome funds management measure are put forward in the paper,such as establishing restraint mechanism of compensation funds use,reforming management mode of funds use,strengthening quality cost management and so on.
