【摘要】 经济社会的持续和谐发展离不开可持续利用的土地资源。我国政府多年来努力贯彻"十分珍惜和合理利用每寸土地,切实保护耕地"的国策。然而,随着政府角色的转变,政府特别是地方政府的自利性日益膨胀,驱使其在土地行政中违法违规。这些不合乎伦理的土地行政行为对我国土地资源特别是耕地资源造成了巨大的破坏性影响,也损害了我国政府形象,甚至恶化了与公众的关系。因此,政府在土地行政时,必须通过法律和伦理的双约束,真正保护和控制好宝贵的土地资源,进而处理好人地的矛盾。更多还原

【Abstract】 The sustained harmonious development of the economic society is closely related to continuously usable land resources.Our government has strived to implement the basic national policy of "rationally utilizing and steadily protecting each inch of farmland" for many years.However,with the change of the role,the government,especially local governments have expanded their self-interest,which results in the violation of laws and regulations.These unethical administrative conducts of land have destroyed significantly our land resources,especially farmland,harmed the government image and even deteriorated the relationship with the public.Therefore,during the practice of land administration,the government must protect and control the precious land resources under the double constraints of law and ethics so as to handle well the conflict between man and the land.更多还原
