【Abstract】 User requirements,organizational change,government regulation and politics,and societal trends have a greater significance for governmental IT organizations.The challenge for local governmental organizations is to select the "right" E-government applications.A framework is posed for planning applications.To guide the strategic fit,the framework ties possible E-government applications to the environment trends relevant to local government.To guide the tactical fit,the framework ties E-government applications to both application and infrastructural projects.The empirical research has indicated that the framework can structure the process of E-government planning efficiently.更多还原
