【摘要】 产业结构优化升级是指特定区域的产业结构向合理化和高度化方向不断发展演进的过程。产业结构优化升级是各国经济发展和工业化过程的一种规律性的表现,它贯穿经济发展的全部过程,但各国、各地区由于自身条件的差异,其优化升级的重点和步骤也必然会出现不一致。所以,各地区在选择产业结构优化升级的重点和突破口时,要认真分析各自的经济发展水平、现有产业结构状况以及资金、技术、人才等各种因素,决不能相互模仿、攀比。据此笔者认为,“十一五”时期,经济较为发达的东部产业结构优化升级的重点是要大力发展高新技术产业,而欠发达的中西部则重点是用高新技术和先进适用技术改造提升传统产业。关键是要进行观念创新、制度创新、技术创新、产品创新、市场创新和管理创新。同时还必须正确处理发展高新技术产业与改造传统产业的关系。更多还原

【Abstract】 Optimization of industry structure refers to the process in which the industry structure of an area evolves in the direction of rationalization.Optimization of industry structure is a routine representation in the economic development and industrialization of every country,and it runs through the whole process of economic development,the emphases and steps in each country and area must be inconsistent because of their different conditions.Therefore in choosing their emphasis and breakthrough point of optimization of industry structure,each area must analyze their economic development level,the condition of present industry structure and the factors of capital,technology and talented persons,and must not copy and compare with each other.On the basis of this,the author holds that in the "Eleventh Five-year Plan" period the emphasis of optimization of industry structure is to develop high-tech industry in the comparatively developed eastern area and the emphasis is to transform and upgrade traditional industry with high and advanced technology in the less-developed western area.The key is the innovation of conception,institution,technology,products,market and management.At the same time the relationship between developing high-tech industry and transforming and upgrading traditional industry should be handled appropriately.更多还原
