【摘要】 经济全球化要求政府在行使职能时必须有全球视野。在提供规制公共品方面,政府要从国内经济的规制者向全球经济治理的参与者转换,以国家利益为出发点,积极参与与其他国家政府、跨国公司和非政府组织的合作,共同应对本国的和全球性的经济问题;在提供生产性和分配性公共品方面,政府要从国内产业发展的保护和干预者向国家创新体系的创建者转换,以此促进本国经济为全球经济创造和获取更多的价值;在提供再分配性公共品方面,政府要转换建设社会保障制度的思路,放弃以福利为导向的社会保障制度,努力建设以发展为导向的社会保障制度,以此增强国民在全球经济中的竞争力。更多还原

【Abstract】 The Governments should review their roles with a global vision in the environment of economic globalization.When providing regulatory public goods,the government should be a cooperator in the process of global governance instead of merely a domestic regulator,i.e.,to cooperate with governments of other countries,multinational corporations and non-government organizations to solve domestic and global economic problems;When providing productive and distributive public goods,the government should be a builder of national innovation system instead of the protector and intervenor of domestic industries,and create and reap more value in the global economic system;When providing re-distributive public goods,the government should abandon the welfare-oriented social security system and perfect a development-oriented one,thus enhance the competitiveness of their citizens in the global competition.更多还原
