【摘要】 针对当前控制性详细规划实施管理过程中频繁发生的控规局部调整现象,采取实证研究及比较研究的方法,讨论了控规局部调整的概念,从城市规划的工作构成及行政行为的分类两个方面分析了控规局部调整工作与控规编制、控规修编、控规整合等工作的区别,提出控规局部调整工作的改革应坚持区别对待、整体控制、政务公开、责任追究等的指导思想。更多还原

【Abstract】 Aiming at local adjustments of regulatory detailed plan which occur constantly today,based on the methods of demonstration and comparison,this paper analyzes the concept on local adjustment of regulatory detailed plan,then presents its distincuion from the regulatory detailed plan’s constituting,amending,and conflating.!Some principles on the innovation of the implement to local adjustment of regulatory detailed plan are proposed,such as discriminative-disposal,whole-controlling,open-administrating and traced responsibilities.更多还原
