【摘要】 地方立法在我国法治进程中扮演着重要角色。基于我国单一制国家结构形式、权力机关缺乏必要权威、政治生活中的行政主导模式以及公众缺乏参与政治生活的政治自觉等因素,地方立法存在僭越中央专属立法权、地方立法权限范围模糊、地方立法主体之间立法权限不明、地方权力机关立法主导丧失等问题。在建设法治国家进程中,这些问题需要引起重视并应最终加以解决。更多还原

【Abstract】 Local legislation plays an important part in the process of ruling by law.Because of the factors as mono-system of our state construction,the administrative organ lacking of necessary authority,the guidance of administrative organ being in our political life and the public being without political consciousness of participating the political activities,some problems still exist in the legislation of the local government,as overusing the legislating power belonging to the Central Government,the boundary for the local legislation being unclear,the power limitations among the main bodies of the local government,the loss of the legislation power for the local government.In the process of ruling the country by law,the above-mentioned problems should be solved as soon as possible.更多还原
