【Abstract】 It is analyzed and compared between the theory of growth-pole and the theory of industrial cluster in this article, which points out the merits and flaws of both theories. General speaking, during the stage of underdevelopment, the government should implement growth-pole development strategy. When economy has attained great development and possessed the characteristic of industrial cluster development pattern, the government should implement industrial cluster development strategy, creating advantageous environment for the development of industrial cluster.更多还原
