【Abstract】 The evaluation of the efficacy of the traditional material planning should not be confined only to the extent of realization of the details in land utilization and the accuracy of the scope forecast. The most important thing is to consider the guidance and control over such aspects as direction of urban growth and overall arrangement, the framework of each functional area, the construction of the traffic system and network, the integration of the urban infrastructure and the improvement of the quality of the people’s livelihood, etc.. Anti-planning is a kind of retrorse thinking and a correction of the conventional planning instead of a comprehensive or systematic methodological way of thinking.
