【Abstract】 As there is a big gap between the administration system and the market mechanism, there exist many problems in planning administration in China in various aspects of planning such as decision making, implementation and supervision, etc.. As the key of planning reform in Shanghai, the control unit of the regulatory detailed plan provides some possibility to solve these problems, but, presently the control unit still stays only at a general technical level. The improvement of the control unit can be done by clarifying the legal status, working out legislation procedure, standardizing the control system and control results, etc.更多还原
