【Abstract】 At the beginning of 21 century, the disease prevention and control system of China was in predicament that investment from government was not enough to fulfill the public function which the disease prevention and control institute should afford. This situation has been improved in the recent three years while the mechanism which resulted in the dilemma still works right now.
