【摘要】 分析了应急预案在应急救援智能决策中所起的作用,着重阐述了城市中事故发生后,从接警,应急指挥,到应急结束的整个流程,以及最终动态预案(应急救援作战计划书)的实时生成过程。最后将其过程在城市应急系统的GIS平台上进行了实现。

【Abstract】 In this paper, the author recounts the importance of Emergency Planning in Smart Decision Making for Emergency Rescue. Recounting particularly the whole process from incept alarm, Emergency Command to finish the emergency, and introducing how to create dynamic Emergency Planning (the Planning of Emergency Rescue). Finally, the author carries out this process in GIS of city emergency.
