【摘要】 利用长沙市区近十年土地利用变更数据,分析长沙市区建设用地扩张存在的问题、根源及其解决途径。长沙市区建设用地扩张存在耕地大量流失、土地粗放利用、生态服务功能持续降低等现象;经济学分析表明,建设用地扩张过程中外部性未能有效化解,是近十年长沙市区建设用地不合理扩张的根源;提出政府调控为主、市场配置为辅的政策建议。更多还原

【Abstract】 Sustainable municipal development is based on rational expansion of construction land.According data of land use during the last ten years,this paper analyses the current problem of construction land expansion,its causes,and puts forward potential solutions.It is showed that,even though protective policies on agricultural land have been escalated in recent years,several problems do exist in construction land use in Changsha City:erosion of agricultural land,inefficient usage,and deteriorated ecological function.The source of such irrational expansions during the past 10 years,which is revealed by economic analysis,is the fact that the externality generated by the expansion was not effectively settled.Based on this analysis,the government regulations should be given priority over market forces in future policy design is proposed.更多还原
