【Abstract】 Evaluation system of government administration on civicism is important to orientation, level and direction of city developing, whereas in world a integrated evaluation system haven’t been bring up at present. The paper introduces the Analytic Hierarchy Process (AHP), trying to improve a evaluating system, which been synthesized from all kinds of evaluating index.
