【摘要】 通过对杭州市背街小巷改善工程各阶段实施公众参与状况的调查与分析,指出目前在我国旧城整治中普遍存在的一些问题,如公众参与程度较低、参与面窄和联系渠道不畅等。导致这些问题的出现主要在于公众参与制度和法律保障缺乏、基层社区的组织结构对落实公众参与不利和公众的参与意识淡薄等方面的障碍。为克服这些障碍,促进旧城整治科学有序地展开,应该在思想观念、法制体系、组织结构和宣传力度等方面重视公众参与,优化公众参与的外部环境。更多还原

【Abstract】 Through the survey and analysis of public participation at all phases in the Hangzhou Beijie alleyway reconstruction project,this paper finds some common problems of public participation in urban renewal. The problems result from the absence of public participation system and related legal supporting,the unfavorable framework of local com-munity for public participation and the residents’ low awareness of public participation. To overcome those obstacles and scientifically accelerate the urban renewal,importance should be paid to the public par-ticipation in ideology,legal system,constitution and propaganda in order to optimize the external environ-ment of public participation.更多还原
