【摘要】 目的了解黔江区乡镇卫生院改革的内容和效果,探索西部农村乡镇卫生院可持续发展的道路。方法定性访谈为主,辅以定量调查。结果通过改革院长任用制度,改革人事用工制度,改革分配制度,转变经营机制,改革养老保险费筹集机制,改革卫生事业费投入机制,改革财务核算机制,改革财务监管制度等一系列措施,使黔江区30家卫生院和社区卫生服务中心没有一个分散解体,没有一个租赁拍卖,没有一个经营亏损。结论黔江区实施乡村一体化管理,探索出了一整套使乡镇卫生院摆脱困境,步入良性发展轨道的方法。更多还原

【Abstract】 Objective To know what have been done by Qiang Jiang Health Bureau and explore a continuable way for town hospitals in western region.Methods Mainly based on qualitative investigation,partly using quantitative investigation.Results Through reforming the systems of appointing the deans,employment,distribution,management,raising annuities,audit,devotion of money for healthcare and so on,neither of the 30 units is bankrupt nor leasehold.Conclusion By carrying out the unitary management of village,the Health Bureau of Qian Jiang has found series of methods to help town hospitals get rid of mess and step into a good developing orbit.更多还原
