【Abstract】 The Fifth Plenary Session of the 16th CPC Central Committee pointed out that building a new socialist countryside was an important historic task in China’s modernization process,which was a new start of comprehensive rural reform under the guidance of brand new concept in this new historical period.Currently,problems existed in the building of new rural areas,such as blindness,lack of capability and inadequate financial resources.Government should take the response of organizing experts.New rural construction should be planned in advance,thus the new rural development stepped into a scientific and rational road.In this paper the principles,contents,measures and recommendations of new rural development were put forward in order to guide the new rural construction.更多还原
