靖江市长江干流岸线评价与开发建议
Evaluating Waterfront Region along the Yangtze River Mainstream in Jingjiang City
【摘要】 长江不仅是“黄金水道”,而且是重要的生命线。地处水陆交错带的长江岸线,不仅要承担多种功能,而且对保护长江生态环境也具有极其重要的地位,因此,科学合理地开发利用长江岸线资源,显得尤为重要。基于靖江市长江干流岸线实际情况,文章通过选取合理的评价指标体系、划分评价单元,对其岸线资源条件及其生态敏感性进行了评价。对岸线资源的评价,主要从港口布局对岸线资源条件的要求入手,选取岸线稳定性、岸线前沿水深两个评价因子,将其划分为一、二、三级;对岸线生态敏感性的评价,是将港口开发作为影响岸线生态系统的外来干扰,综合考虑岸线承担的各种功能的重要性及其对生态环境的要求,选取水质敏感性、河势稳定性、景观美学等3个评价因子,将其划分为敏感、较敏感、不敏感3个等级;最后综合考虑岸线资源条件及其生态敏感性,以生态保护优先为原则,提出靖江市不同岸段开发利用方向。
【Abstract】 Yangtze River is not only the golden passageway for transportation,but also a lifeline for thousands of millions of lives.As an land/water ecotone,the waterfront of Yangtze River is not only an important part of land resources which has such functions as the distribution of ports,water supply,recreation, landscape,urban image and biodiversity conservation,etc.,but also significant in protecting ecological environment.So it is necessary to exploit and utilize waterfront properly.Taking the waterfront along Yangtze River mainstream in Jingjiang as an example,based on scientific and reasonable division of riverbank cell and evaluation index system with two primary evaluating factors such as stability of waterfront and water depth within 200m~300m from waterfront,this paper first evaluates waterfront resource condition and divides them into three grades.The first waterfront is steady or scoured slightly but not deposited with water depth under 8m,satisfied with the need of the ships with a tonnage of ten thousand ton or more.The second waterfront is scoured or deposited slightly with water depth 5-8m,satisfied with the need of the ships with a tonnage of one thousand ton or more.The third waterfront is scoured or deposited violently with water depth above 5m,only satisfied with the need of the ships with a tonnage of less than one thousand ton.Second,this paper looks at port development as an exterior force to waterfront ecosystem,and takes into integrative account the significance and the demands on ecological environment of functions and then selects three primary factors: water quality sensitivity,stability of river regime,landscape aesthetics,upon which the indicator system for evaluating ecological sensitivity of waterfront resources is built.In this system,the ecological sensitivity of waterfront is evaluated and divided into three different types: 1) the sensitive region of waterfront;2 the less sensitive region of waterfront;3) the non-sensitive region of waterfront.Finally,on the basis of taking waterfront resources condition and sensitivity of waterfront into account and giving priority to ecological protection,this paper puts forward the exploitation direction of waterfront: 1) the waterfront for the use of preferential distribution of ports,which is the first waterfront or the second waterfront;2) waterfront for the use of potential distribution of ports but for the use of ecological protection in the near future,which is the third waterfront,non-sensitive region; 3) the waterfront for the use of inhibitive distribution of ports,which comprises both the third waterfront,less sensitive region and the sensitive region.
