城市生活垃圾收费的定价模型及其应用

【摘要】 我国垃圾排放量增幅显著,目前收费制度不能满足垃圾处理的要求,严重阻碍了垃圾处理产业化的进程,在对国内外废弃物排放新型收费制度的探讨与分析的基础上,得到了一些有益的启示。将排污收费价格制定标准中的边际处理费用法与费用分摊法有机的结合在一起,提出了城市生活垃圾收费的定价模型,并给出了应用分析,结果表明,开展垃圾计量收费的试点工作以及建立完善的生活垃圾分类体系,对促进我国生活垃圾资源化与减量化管理具有重要的战略意义。

【Abstract】 With the development of economy and industry,more and more garbage is produced in our country.However the present charge system cannot meet the need of garbage disposal,and even has become a hindrance to garbage disposal industrialization.So it is urgent to set up a new garbage charge system that can fit our current socio-economic development.Theoretically,the model of waste treatment system should be a nonlinear programming model aiming at the lowest expense, the least treatment risk and the highest overall benefit for the society,economy and environment.However,the treatment risk and the comprehensive effect cannot be quantified so easily as far as the treatment expense is concerned.An urban pricing model was proposed by combining the methods of marginal treatment expenses and expenses-sharing based on the discussion and analysis of a new-type international charge system.Taking Beijing(1998) as an example,we made an analysis using the new model.The results indicate that it is of strategic significance for controlling the recycle treatment and reducing the domestic rubbish in our country by launching the "experimental unit" for rubbish charge and setting up a perfectly categorized system.
