【摘要】 构建和谐社会是一项系统工程,需要建立与完善诸多制度。从灵活、有效地化解社会矛盾与纠纷的角度考虑,行政调解制度是构建和谐社会的重要一环。目前,对行政调解制度的忽视,给法治进程带来诸多隐性的不和谐现象,如诉讼观念的极端化、诉讼案件数量激增使法院不堪重负等等。因此,在新的社会形势下,必须重视行政调解,不断完善行政调解制度,充分发挥行政调解在化解社会矛盾、增进社会和谐方面的功能与作用。更多还原

【Abstract】 It is a systematic project to build up a harmonious society and a lot of systems should be set up and perfected.Administrative conciliation system can resolve many social contradictions and is an important link in building up a harmonious society.At present,neglecting administrative conciliation results in many negative influences on the process of rule of law,such as extremity of litigation concept and rapid increase of lawsuits.Therefore we must put emphasis on and perfect administrative conciliation system and give full scope to its role in resolving social contradiction.更多还原
