【Abstract】 In order to solve the two problems,what is the government’s responsibility in public health and how to manage it,the government’s goal and responsibility was discussed in this paper.It is suggested that it is the responsibility of the government to satisfy the people’s demand on basic medical requirement and public health.Moreover,the government should strengthen its power in financing and allotment,thus five key interventions are proposed in fulfill its goal and responsibility.更多还原
