【摘要】 发展和建设农村社区合作组织,应遵循合作社原则,坚持“姓农”的方向,依法进行内部管理,才会使农村社区合作组织健康发展;客观、具体地分析传统农业文化对于农村变革的正、负效应,继承其积极因素,才能在多元文化的碰撞中,建构适合中国特点的、有利于农村和农民发展的、具有不同层次的农业文化;新农村建设要通过加强农业的基础地位,在工业化、城市化、市场化、信息化和生态化协调发展的大格局中,推动农村走上文明发展之路;还必须加快转移农村劳动力,加强农村基础设施建设,改善农民的生产和生活条件,调整和优化农村产业结构,加大农业科技的引进和开发力度,走科技兴农道路;挖掘和利用传统文化中的积极因素,通过制度创新,组织生活在各地的“村里人”捐资、捐劳,可以有效解决公共财政投入不足的问题;乡村旅游对农业、农村和农民的发展具有重要价值,是新时期城市反哺乡村的有效方式,突出“农”字,建立社区参与制度,乡村旅游才能实现可持续的发展。更多还原

【Abstract】 Establishing and developing rural cooperative organizations is the foundation for the construction of a socialist new countryside.The principle of cooperative,the goal of serving the peasants,and management according to law are necessary for a healthy growth of the rural cooperatives.In the multi-cultural conflicts,only an objective and concrete analysis of both positive and negative effects by traditional rural culture on the reform in the countryside,combined with the inheritance of its positive factors,can help in constructing a multi-layered rural culture appropriate to China’s characteristics and will benefit the progress of the countryside and the peasants.In the nationwide trend of industrialization,urbanization,marketization,informatization,and ecological awareness,the agricultural foundation must be solidified so that the rural areas may proceed in a civilized growth.In order to construct a new countryside,agricultural labor must be transferred,rural infrastructure strengthened,peasants’ living and working conditions improved,rural industrial structure adjusted and optimized,and more advanced technology introduced.Positive factors in traditional culture can also be used in raising funds from the fellow villagers living in other places to compensate for the lack of funding from the government.Tourism is of great value to the development of agriculture and countryside and is an effective way the cities feedback to the countryside.Rural tourism depends on the emphasis on serving the peasants and establishing a community system of participation.更多还原
