【摘要】 在中国水资源短缺与浪费现象同时存在,水价不合理是其中重要原因之一。中国水价长期与用水成本背离,水资源价值和紧缺程度不能用价格信号表达出来,难以形成对水资源集约利用的激励。确立合理的水价区间是进行水价改革的前提,合理的水价区间既要利于节水,又要保证社会公平。针对中国国情与水价状况,应在水权、水价结构、水价核算和水价管理等方面加以完善。更多还原

【Abstract】 The scarcity and waste of water resources exist at the same time in China,and the unreasonable water price is one of the key reasons.The water price deviates from utilization cost over a long time,the value of water resources and the degree of scarcity can not be reflected by the price signal,and the inspiritment on intensive utilization of water resources is hard to form as well.Establishment of the reasonable water price range is the precondition of water price reformation.The reasonable water price range should not only be favorable for water saving,but also assure the community fairness.According to the situation of China and the status of water price,the property right of water,the structure,accounting and management of water price should be perfected.更多还原
