【摘要】 从卫生筹资结构和财政体制角度分析了导致城乡卫生投入不公平的原因。卫生筹资过度依赖个人,各级政府财力不均,农村卫生发展主要靠县级财政,以及现有转移支付难以保障农村卫生投入。提出了强化政府作用、完善保障制度、合理划分各级政府的事权、增强中央政府在农村卫生筹资中的作用以及调整转移支付内部结构、增加专项补助和过渡期转移支付所占比重、改善城乡卫生投入公平性的建议。更多还原

【Abstract】 The paper analyzed the main causes of the inequity between the urban and rural health investment from the angle of health financing structure and public finance system.The reasons include that the health financing relies on individual excessively,the financial resourees of government at differ- ent levels are inequality,the development of rural health mainly depends on the public finance of the counties,and the existing transfer payment system can hardly guarantee the rural health investment.Ac- cording to those,we put forward some suggestions as follows:to strengthen the government function;to perfect guarantee systems;to reasonably compartmentalize the affairs and rights of the government at different levels;to strengthen the role of the central government in the rural health financing;to adjust the internal structure of the transfer payment system;to increase the proportion of the special subsidy and the transfer payment in transition period;and to improve the equity between the urban and rural health investment.更多还原
