【Abstract】 On the analysis of the stage goal and the strategic objective of the middle-/long-term national scheme program for the development of science and technology, in comparison with the status of science and technology in China, the authors point out that the key of enhancing the innovation ability is to promote the transfer of research achievements and to implement the strategy of intellectual property. Based on the new concept of administration of science and technology, the authors put forward a framework scheme linking the administration system of science and technology and the transfer chain of research achievements. The core of the framework scheme is the intellectual property and the backbone is the transfer chain of research achievements. The authors also put forward eight important links in tracking the entire process of intellectual properties in the administration of the project of scientific research.更多还原
