政府危机决策信息流研究
A Study of Information Flows in Government Crisis Decision Making
【摘要】 目前我国政府危机决策信息流的特点有:危机信息无专门部门采集、分析和处理;各部门收集到的危机信息很难进行及时沟通与共享;危机信息在到达政府部门前发生大量畸变。政府危机决策经历4个阶段:感知阶段、分析阶段、确认阶段和启动阶段。运用信息论中的科南特模型,对政府危机决策信息流模型进行量化,从而分析政府危机决策及其相关问题。图2。表1。参考文献7。
【Abstract】 In this paper, the author summarizes the characteristics of government crisis decision making in China and four stages of government crisis decision making, and uses the Knight Model to quantitatively analyze the information flows of government crisis decision making and related issues. 2 figs. 1 tab. 7 refs.
