【摘要】 目的测算全国地区和县级疾病预防控制机构免疫规划人力配置情况,为疾病预防控制体系建设提供依据。方法运用科学管理原理和标杆管理思想,确定目标群体,根据设定的公式,按照免疫规划工作规范模拟运作结果的人时数进行测算,推算模拟运作全国地区和县级疾病预防控制机构人力配置,并与回顾性调查实际值和理想值进行比较。结果按模拟运作结果测算,地区级疾病预防控制机构免疫规划工作人员缺位2.67%,县级疾病预防控制机构超额17.69%;按照理想人力结果测算,地区级疾病预防控制机构缺位25.69%,县级疾病预防控制机构缺位20.66%。结论目前的人力资源基本满足需要,距理想化状态人力资源仍差20.66%~25.69%。当前的重点是提高在岗人员素质,以提高工作质量。更多还原

【Abstract】 Objective To calculate the human resources allocation of the Expanded Program on Immunization (EPI)in organizations of disease control and prevention in districts and counties levels of China and establish the system of disease control and prevention.Methods According to the theory of scientific management and Benchmarking,set the target population and the formula to calculate the human resources of each parts in the workbook of the Expanded Program on Immunization(EPI) in order to get the total number of the personnel at the CDCs in the city and county levels.The results are compared with the actual value of retrospective review and ideal value.Results The results showed that 2.67% is needed in the city,17.69% is needed in the county and 25.69% is needed in villages,the practical personnel number is 3,234 and 27,945 as well as 4,352 and 37,490 in the ideal number.Conclusion More practices should be considered in order to elevate the quality of the work.20.66%-25.69% human resource is needed.更多还原
