【Abstract】 “ The treaty must be preserved " is an old law that requests the nation who undertake the treaty’s obligations must perform its international treaty effectively in its territory. But there are some difficulties for Canadian federal government to meet this law completely. Through our analysis in this article we find the most obstacle to implement the treatys effectively in Canada exists in the Canadian federal system, because it can’t provide an effective solution todistribute powers properly between federal government and provincial governments.更多还原
