【摘要】 文章简要回顾了我国征地制度改革的历程、总结改革经验、评价当前改革的主流方向,提出解决非公共利益用地增量供应问题是征地制度改革必不可少的一个环节。在此基础上,结合征地制度改革所要遵循的原则提出我国征地制度改革应该从三个层面逐步深入开展:首先,解决征地中显现的问题和矛盾;其次,解决非公共利益用地增量供应问题;最后,严格界定公共利益,限制征地权行使范围。更多还原

【Abstract】 On the premise of looking back on the course of and experiences relating to system reform for land expropriation and requisition in China,the paper argues that it is an indispensable link in the system reform to tackle the problem of the increment supply of land use for profitable purpose based upon the main trend in today’s reform.Therefore,this is followed by several suggestions in accordance with the principle of reform,these should include: solving problems that may arise in the process of land expropriation and requisition,tackling the issues on increment supply of land use for profitable purpose,and finally,defining accurately public interests and delimiting land expropriation and requisition scope.更多还原
