【摘要】 土地是农业生产的最基本、最重要的生产要素,是广大农民赖以生存的基本保障。土地资源行政配置、农村土地非市场化流转使耕地大量流失、农民利益遭遇非公平掠夺、城市规模无度扩张、土地生产力和利用率低、农业规模经营难以发展的根源,也是城乡差距日益扩大,农村发展落后、农民长期贫困的根源。创新土地管理制度,转变土地资源配置方式,加快农村土地市场化改革,明晰农村土地产权,培育并逐步建立农村土地流转市场,合理分配农地流转收益是解决问题的根本办法,对于完善社会主义市场经济、保护农民土地权益、促进农业、农村现代化、建设社会主义新农村这一新时期的伟大工程具有重要意义。更多还原

【Abstract】 The paper argues that the root hindering the rural economic development lies in the fact that: administrative distribution of land resources and non-commercialization turnover of rural land cause a great loss of the farmland,as a result,the interest of farmers encounter unequally robbed;the city’s construction expand excessively and land productivity and availability is relatively low;scale management of agriculture is hard to develop.On account to this,the paper puts forward some measures for improving this situation: innovating land management system,changing the ways of distribution of land resources,accelerating the reform for commercializing rural land,clearly establishing ownership of rural land,fostering and gradually establishing market for rural land turnover.The paper goes on to discuss that distributing the income from turnover of rural land is the fundamental methods for solving the problems and has significance for perfecting socialist market economy,protecting land right and interest of farmers,promoting modernization of agriculture and rural areas,and building the new socialist countryside.更多还原
