【摘要】 介绍空中交通安全预警管理的研究背景,分析空中交通安全预警管理的需求和功能,指出安全管理模式从事后管理向事前管理转变,是提高空管系统预防事故能力的当务之急。基于空管安全预警管理的理论和现实条件,提出了空管安全预警管理规划方案和基本原则。研究结论表明,空管安全预警管理具有充分的主动性而使系统维系于良好的安全状况。更多还原

【Abstract】 The background of alerting management in air traffic safety is introduced. The demand and function of alerting are analyzed. It is urgent to transfer the mode of postmortem management to prior management in order to raise the capability for preventing accidents. Referring to the theoretical criteria and reality of alerting management in air control, a planned protocol and fundamental principle of a new alerting management are put forward. The results show that the alerting management is initiative in keeping the air control in a safe situation.更多还原
