【摘要】 当前,公安派出所在治理辖区社会治安,打击贩卖淫秽光碟的整治中存在认定难、处理难、取证难、协作难等困惑,其原因包括利益驱动、法律可操作性不强、认识不统一、惩罚力度不够等;针对以上原因,笔者提出:一是要领导重视、统一认识;二是要有配套法律的落实措施,重点地区重点打击;三是加强协作、规范管理;四是综合治理、多管齐下。尤其强调增加法律法规的可操作性。更多还原

【Abstract】 Some working difficulties and challenges usually occur when the police officers working in the local communities take actions against pornographic videodiscs sale in their areas of responsibility nowadays.The police officers often find it difficult to identify and deal the illicit sale.It is also difficult for them to acquire the evidences and to collaborate with other counterparts and agencies.Many reasons which push the police officers in this awkward dilemma may include in profit-driven,weak-operational laws,uncommon understandings and weak punishment or penalty.Therefore,the author makes the following proposals as: 1) the leaders should pay much attentions to fight against illicit sale of pornographic videodiscs,and a common understanding should be reached;2) Supplementary legal measures should be made,and strong actions should be taken in those target areas;3) Multi-departmental collaboration should be strengthened,and administration and management should be standardized;4) Comprehensive improvements and different kinds of measures should be made and taken to tackle the problem.To improve the operational laws is emphasized in particular.更多还原
