【摘要】 云南省是一个水资源总量丰富而又相对短缺的特殊省份。人口的增加、城市化进程的加快、社会经济的迅速发展进一步加剧了水资源的贫乏。在详细分析云南省水资源现状的前提下,针对云南省水资源的特点和现实问题,根据水资源在自然界水系统与社会水系统之间的循环理论,从开源和节流两个途径在提高全民水忧患意识、加强水工程建设、改善水生态环境、防污治污、节约生活生产用水、合理水定价以及健全水管理体制等7个方面提出了实现该省水资源可持续开发和利用的对策。更多还原

【Abstract】 Yunnan is a special province whose water resource is abundant in total,but scarce relatively.Increasing of population,quickening of urbanization process as well as rapid development of social economy have aggravated the poverty of water resource further.On the grounds of the water circulating theories for water circulating between nature system and social system,by two ways of exploitation and saving,the article suggested the strategies which include enhancing water-short sense,strengthening water conservancy projects building,improving water ecological environment,preventing water pollution,saving living and production water,pricing water reasonably and perfecting water manage system that can help Yunnan to realize the sustainable exploration and using of water resource on the premise of analyzing water resource current situation and problems of Yunnan Province in detail.更多还原
