【Abstract】 "Simla Convention" in 1913 was the tripartite talks forced by Britain among China,British and Tibet.It was aimed to solve the so-called Tibetan issue and was under the pressure from the British Government.It was served for the British policy of taking aggression over Tibet.The Government of the Republic of China took its own stand over the agenda,place,ways,and the status of Tibetan delegation,and tried to preserve sovereignty over Tibet.The issue on the title,rights and status of the Tibetan Delegation was negotiated several times prior to the convention,and the negotiation itself,in fact,proved that Tibet was not an "independent country".更多还原
