The illegibility and limitation of the institution of land owned by part of people are the roots of problems about agriculture, country and farmers, currently, which are the grave problems of the development of economic and social in our country. Based on Theory of Modern property rights, the paper analyses the status quo and problems exsited about the institution of collectivity-owned land, and compares some correlative reform schemes, then offers some reform ideas to the before-mentioned problems.
