我国地县级疾病预防控制机构血防工作人力配置需求研究

【摘要】 目的探索我国地县级疾病预防控制机构血吸虫病防治工作人力配置需求。方法依据卫生部疾病控制司组织编写的2005年版《血吸虫病防治规范》,选择血吸虫病不同流行地区的3个疾病预防控制中心和2个血吸虫病防治所进行规范模拟运作,记录人时消耗,运用“标杆管理”思想测算人力需求。结果全国地级机构血吸虫病防治工作人力配置需要356人,县级机构需要1837人。地级机构人力需在现有基础上增加30.9%,县级机构需增加44.6%。结论目前全国地县级疾病预防控制血防人力投入不能满足工作规范化的需要。

【Abstract】 Objective To understand the manpower need of schistosomiasis prevention and control in disease prevention and control institutions at city and county levels. Methods According to the workbook on schistosomiasis prevention and control developed by the Disease Control and Prevention Department of Ministry of Health, 3 centers for disease control and prevention and 2 schistosomiasis prevention and control institutions were selected from different schistosomiasis prevalent areas as samples to apply the workbook for practice and their man-hour consumption was recorded,and the manpower was measured by the method of Benchmarking. Results Schistosomiasis prevention and control in disease prevention and control institutions would need 356 staff at city level and 1837 staff at county level. The staff needed to increase by 30.9% in institutions at city level, and 44.6% at county level. Conclusion Schistosomiasis prevention and control staff in disease prevention and control institutions at city and county levels cannot meet the need of schistosomiasis prevention and control.
