【摘要】 “三农”问题的核心是农民增收问题。近年来,农民收入略有回升,有人就对此盲目乐观起来。实际上,农民增收远不是人们想像的那么普遍、那么稳定。影响农民增收的深层次矛盾还没有从根本上得到解决,持续快速增长的内生机制仍没有形成,基础很不牢固,存在比较大的脆弱性和波动性。农民增收的主要影响因素有资源禀赋不足、城乡“二元结构”、农民权益缺陷等等,这些主要因素呼唤构建农民增收的长效机制。学者们从技术进步、城乡统筹、农民非农化、基础设施投资等角度提出了自己的见解。但是,区域细分和长效因子分析基础上的阶段性分析等仍是一个空白,扶持建立农民增收长效机制的指导性框架尚未形成。更多还原

【Abstract】 The core of "Agriculture,Countryside and Farmers" remains farmer’s income increasing.In recent years,a modest bounce of farmer’s income has drawn some blind optimism.Actually the increase is hardly universal and stable as most people think.The deeper contradiction has not been solved yet by the root and sustained rapid growth of inner system fails to form now.Less resource advantage,dualistic structure between town and country,inadequacies of farmer’s rights,etc—— these are causes and need forming a long-acting mechanism.Scholars raise their opinions in the view of technological advance,unified planning among town and country,infrastructural investment,etc.However,the stage analysis on the basis of regional subdivision and long acting factor analysis remains vacant and the supporting mechanism of long-acting income increasing deserves a further formation as well.更多还原
