【摘要】 发展西部高新技术产业是西部大开发的必然要求,高新技术产业发展不仅能促进西部地区产业结构升级和制度创新,还能产生资源集聚、经济发展“引擎”和生态改善等效应。西部大开发战略实施5年来,区域高新技术产业取得较快发展,但与东、中部相比,其绝对差距仍在不断拉大。因此,要进一步实施西部大开发,促进西部高新技术产业跨越式发展,必须利用和创造各种有利条件,突出重点领域和区域优势,在独立研发的基础上,使技术创新与技术引进密切结合。更多还原

【Abstract】 As an inevitable requisite for the western development,the development of high and new technology industry can not only facilitate the updating of regional industry structure and institutional(innovation) but also collect resources,serve as the "engine" of economic development and improve(ecological) environment.Since the strategy of developing the west was implemented five years ago,the(regional) high and new industry has developed rapidly and fallen gradually behind the development of the east and the middle of China,however.Therefore,in order to further carry on the strategy and speed up the leapfrog development of high and new technology industry in western regions,it is essential to create and utilize various favorable conditions,to stress key fields and regional advantages,and to combine technological innovation and technological introduction on the basis of independent research and(development.)更多还原
