【摘要】 西部民族牧区城镇化道路不同于其他地区,不能简单地从经济效益来评价其成本收益。由于西部民族牧区生态地位的特殊性、民族关系的复杂性、少数民族文化的多样性、人稀地广等特点,它的城镇化问题解决起来,投入大、困难多、时间紧,更具复杂性,仅从经济效益来看,城镇化效益也许不如其他地区。但如果从牧区现代化建设、可持续发展以及少数民族地区和谐社会的构建等多角度评价其城镇化投入所取得的效益,其城镇化有益于提高整个牧区的社会发展指数和牧民的国民幸福指数。因此,从民族牧区的长远发展和现实情况来看,民族牧区实现现代化、可持续发展以及牧区和谐社会的构建都需要以牧区城镇化建设为依托。更多还原

【Abstract】 The route to township of western minority pastoral area is different from that of other area, therefore, its cost earnings can not be simply assessed from the perspective of economic benefit. Dealing with the township issue of the western pastoral area has the characteristic of large investment, more difficulty, time limit and complicated features owing to its special ecological condition, complex nationality relationship, diversified minority culture and sparsely- populated land. Its township benefit might not be as good as that of other places seeing from economic benefit. But if the township benefit of western minority pastoral area is assessed from different aspects like the modernization of pastoral area, sustainable development and the construction of harmonious society, the township of this area is favorable to enhance the overall pastoral area development index and happiness index. So, from the long-term development and current situation aspect, the realization of pastoral area modernization, sustainable development and harmonious society will depend on its township development.更多还原
