【Abstract】 Based on the damage of highway construction and its service to natural environment and social environment,this paper puts forward the concept of environmental civilization,which is helpful to environmental protection and highway sustainable development.In order to solve the environmental damage,the authors discusse the environmental impact assessment,before highway construction environmental supervision during highway construction and the environmental assessment during highway service.Moreover,the authors narrate the way of how to ensure implementation of the environmental civilization,such as environmental protection law system,government environmental management,and public participation.更多还原
