【Abstract】 China’s public institutions of higher education generally have obsolete operation mechanisms,antiquated management modes,are short of funds and low in efficiency.They cannot adapt to the needs of the society for higher education.Public colleges and universities can first be divided into three categories and reforms can be conducted in light of their different conditions and according to their administrative affiliation,their scale and level.In the course of the reform,the government’s responsibilities should be clarified, loss of state assets should be prevented,and the reasonable returns of the investors should be ensured.Experimental projects should be conducted before the full-scale reform is to be launched.更多还原
