【Abstract】 The paper discusses the relationship between the governmental capability and the outcome of its assessment.Through comparison between the governmental capability and its influence upon the outcome of the assessment,the significance of the definition of governmental capability in assessment is testified.In governmental capability assessment,the definition of governmental capability stands as the first step,and different definitions may result in different indicators and eventually affect the outcome.更多还原
