新军事变革:武器装备采办中的风险规避探索
New Military Revolution: A Study on Avoiding Risks in Defense Acquisition
【摘要】 从思想到方法,从树立武器装备采办中的竞争情报意识,到采用基于WSR的武器装备采办决策方法论、采用基于AHP的武器装备采办评价指标体系、采用基于PMBOK的武器装备采办项目管理知识体系等4个方面对武器装备采办中的风险规避进行探索研究。
【Abstract】 The new military revolution brings us not only the opportunities but also the challenges, especially risks. This paper studies the risks avoiding in defense acquisition from thoughts to methods, from building up the competitive intelligence consciousness to adopting the decision method of defense acquisition based on WSR, adopting the estimating index of defense acquisition based on AHP, and adopting the project management knowledge of defense acquisition based on PMBOK.
